Our FY19 service fee structure has been set after discussion with Partners Research Finance Management and is in compliance with Partners non-profit requirements and guidelines. The Next-Generation Sequencing fees are effective as of October 1st, 2018.
Due to Partners policies and NIH regulations, rates are not the same for all users:
The internal user fee is calculated based on the direct costs of
providing each service. A Partners investigator using a Partners fund is considered
an internal user.
As of May 2014, Partners Research Management has instituted a policy under which all
Partners/MGH core facilities will also charge users from the Massachusetts Eye and Ear
Infirmary (MEEI) and the Schepens Eye Research Institute (SERI) their "internal" fees
for services, waiving any additional overhead or surcharges for external users.
The external user fee comprises the direct fee charged to the internal user plus an overhead component. External users are identified as investigators (Partners-affiliated or non-Partners-affiliated) and institutions that use non-Partners funds to pay for research core services. Historically, the hospital has been subsidizing the fees charged to external users by charging only the direct cost of providing the core service. Given the current economic climate this can no longer continue.
